Adding check boxes into an html web page

Screenshot above is from an html file that is stored on an Apache server which containts thousands of links to email contents. I would like to scan through this html file and add server-based check boxes (red boxes in the picture) next to the each link. What would be a good way to accomplish this? Obviously, when a box is checked, this state must be stored on the server.

I am trying to do this in order to add a tracking feature. Several users will have access to this particular html file and we need a way to track which one of these links have been completed.
