Gmail - Checkbox to make attached document viewable

I am not familiar with developing something on top of a google app.

I would like to attach a file to an email using my gmail account. The receiver of the email will have to check a radio box that says something like 'Accept Terms'. Once this box is checked, the link to the document will become active.

Is this doable?
