Add show up in dialog box for user to click to use certain features in app

I want to create a dialog box that will show up on a check box click with an ad from admob and prompt the user to click on the ad in order to access certain features in the app. I also want to program it so that the ad shows up if they dont click on the ad and if they do, make it show up after an hour or so. Please help. Thanks!
